First Chapter

General – Goals and responsibilities

Article one: This guideline is issued for the purpose of introduction of objectives, activities, responsibilities and organizational structure of the eye doctors. Its content is in three chapters and thirty three articles.

Article two: The name of the Society in Dari language is “Anjumani Doctoran Chashm Afghanistan”, in Pashto “Da Afghanistan De estargo de Doctarano Tolana” and in English Language “Afghanistan Society of Ophthalmology”. The name of this society can be translated to any other language.

Article three: The logo of the society has a round shape, with the name of the society around it in three languages and decorated by Cornea and Pupil in the middle of the circle between two hands from above and below.

Article four: Afghanistan Society of Ophthalmology is a non-political, none-dependent; it’s a scientific and social center that complies with all rules and regulations applicable by the Afghan government. The Society urges for human rights value, especially woman rights, child right, patients and disabled rights in accordance to international conventions.

Article five: The main office of the ASO is situated in Kabul, the capital of Afghanistan.

Article six: The society has its independent news letter, name of the news letter, editor in charge and writers board are nominated by the governing council of the society on a yearly basis.

Article seven: The budget of the society will be paid by entrance fee, donations by the society’s members, international and national donors, other similar societies, individuals who has interest in the society. Financial guidelines of the society will be drafted and presented to members by the governing board.

Article eight: Strengthening relationship with other organizations and societies with the same goal in national or international level is one of the tasks of the society.

Article nine: Education of citizen in terms of eye hygiene.

Article ten: The society condemns any unscientific treatment and action and is in favor of modern medical practices.

Article eleven: Preserve the rights of Eye doctors and eye patients.

Article twelve: Organizing and securing Day Camp and Eye Camp and directing international assistance and NGOs support for better service to eye patients is one of the tasks of the ASO.

Article thirteen: Boosting the level of knowledge and technical skills with flourishing grounds for growth of higher education for eye doctors is one of the tasks of ASO.

Article fourteen: In case of epidemic crises of eye diseases and other emergency situations on national and international (in or outside country), ASO pledges itself to take immediate action in coordination with other NGOs.

Article fifteen: Support to the Vision 2020 program is one the goals of ASO.

Chapter Two

Membership’s conditions & Responsibilities of the members of ASO

Article Sixteen: Eye doctors having an MD diploma or higher and are committed to the Oath of Hippocrates; respect the national solidarity and equal rights in community and are having not any ethic, linguistic, geographic and religious discrimination can get membership of ASO.

Article seventeen: Membership of ASO is voluntarily. The volunteer has to address his/her application to the governing board. The governing board has the authority to accept to refuse applications.

Article eighteen: Eye Doctors residing outside of Afghanistan, by accepting the present guideline, can get membership of ASO.

Article nineteen: Afghan citizen and eye medicine advocates may also get membership of ASO.

Article twentieth: As per suggestion of the members of ASO, the governing board of the ASO has the authority to issue prominent membership to those who works for welfare of eye medicine and their devotion has been significant in this field.

Article twenty one: Every member has the following responsibilities:

1.       To pay entrance fee on their application acceptance.

2.       To pay monthly membership fee.

3.       Interested members need to pay monthly fee only.

Note: Monthly fee amount and entrance fee amount shall be fixed by the governing board, therefore making it one of their authorities.

Article twenty two: Privileges of the members of the ASO are as follow:

1.       The right to vote and be nominated in any of the ASO’s sections.

2.       The right to have secrecy on voting to any candidacy. ????

3.       The right to have Identity Card for both memberships of ASO. ????

Article twenty three: Apprising and sanctioning of the members of ASO is of the governing board authority.

Article twenty four: In case a member has no intendancy to ASO and its regulation and is unable to justify/defend his position, a verbal notice is applicable at first stage; then a written warning and finally as per decision of the governing board his/her position may come on hold awaiting final verdict of the assembly that is decided on a two quarter of votes.

Article twenty five: Members who, in accordance to article twenty four, are dismissed can apply for membership after three years and can get membership after approval of the governing body and acceptance by assembly. The member is subject to pay all his/her membership dues together with his/her new membership fee.

Chapter three

Organizational Structure of ASO

Article twenty six: Afghanistan Society of Ophthalmology (ASO) has the following organizational structure:

1.       Assembly is the highest authority of decision making; the assembly gets together once a year.

2.       Governing board that includes Head of Society, Organization responsible, Financial responsible, Liaison responsible, scientific aspects responsible, communication responsible and the former head of ASO that lead the organization in between the two assemblies. ?????

Article twenty seven: Members of governing board are selected by the assembly for one year and the governing board selects the head of the Society and relevant departments responsible from among the members of the governing body.

Article twenty eight: Governing board of the Society will hold meetings every 15 days.

Article twenty nine: On need basis meetings are also of the authority of the Governing Board.

Article thirty: Votes on selection and dismissal of the Governing Board of the society is secret and independent.

Article thirty one: Any change(s) to this guideline is to the authority of the Assembly.

Article thirty two: Responsibilities of the assembly are as follows:

1.       Acceptance and evaluation the yearly report submitted by the head of the society.

2.       Coordination of organizational and financial aspects.

Article thirty three: Job description of the governing board is as follow:

1.       Insuring that all aspects and materials mentioned in this guideline is in place and respected.

2.       Investing any action that is counted against this guideline.

3.       Participating to all meetings of the governing board, except otherwise decided by the governing board.

4.       Drafting job description for other departments/members of the society.

5.       Meetings of the governing board take place in the presence of the majority of members.

6.       The head of society supervise and evaluate all activities. In his absence, he may nominate another member of the society to perform his task and fill the gap.

Oath of Hippocrates

I swear by Apollo the physician, and Aesculapius, and Hygeia, and Panacea and all the Gods and Goddesses, making them my witnesses that I will fulfill, according to my ability and judgment, this Oath and covenant:

To hold him, who has taught me this art, as equal to my parents, and to live my life in partnership with him, and if he is in need of money to give him a share of mine, and to regard his offspring as equal to my brothers in male lineage, and to teach them this art if they desire to learn it without fee and covenant; to give a share of precepts and oral instruction and all the other learning to my sons and to the sons of him who has instructed me, and to people who have signed the covenant and who have taken an oath according to the medical law, but to no one else.

I will apply dietetic measures for the benefit of the sick according to my ability and judgment; I will keep them from harm and injustice.

I will neither give a deadly drug to anybody if asked for it, nor will I make a suggestion to this effect. Similarly I will not give to a woman an abortive remedy. In purity and holiness, I will guard my life and my art.

I will not use the knife, not even on sufferers from stone, but will withdraw in favor of such men as are [skilled] in this work.

Whatever houses I may visit, I will come for the benefit of the sick, remaining free of all intentional injustice, of all mischief, and in particular of sexual relations with both male and female persons, be they free or slaves.

What I may see or hear in the course of treatment or even outside of the treatment in regard to the life of men, which on no account [ought to be] spread abroad, I will keep to myself, holding such things shameful to be spoken about.

If I fulfill this Oath and do not violate it, may it be granted to me to enjoy life and art, being honored with fame among all men for all time to come; if I transgress it and swear falsely, may the opposite of all this be my lot.
